Help for Individuals and Families After a Disaster

Apply for Disaster Assistance

The fastest way to apply is through DisasterAssistance.gov. You can also apply through the FEMA mobile app or by calling 1-800-621-3362. If you use a video relay service, captioned telephone service, or other communication services, please provide FEMA the specific number assigned for that service.

Californians Affected by Recent Storms and Flooding Eligible for Rental Assistance

Residents who cannot live in their homes while repairing damage from the severe storms and flooding that started on Feb. 21, or must find a new place to live, can apply for temporary rental assistance from FEMA. Residents in the disaster designated counties of Kern, Madera, Mariposa, Mendocino, Mono, Monterey, San Benito, San Bernardino, Santa Cruz, Tulare and Tuolumne may apply.

For more information on rental assistance and to apply, call FEMA’s Helpline at 800-621-3362. If you use video relay service (VRS), captioned telephone service or others, give FEMA the number for that service. Helpline operators are available from 4 a.m. to 10 p.m. PT daily. Press 2 for Spanish. Press 3 for an interpreter who speaks your language.

Red Cross Offering Immediate Financial Assistance for Qualified Households

 

The American Red Cross is offering immediate financial assistance for those who need help recovering and whose primary residences were destroyed or sustained eligible structural damage as a result of the 2023 California storms and floods.

To be eligible for Red Cross immediate financial assistance, households must apply for the program and must meet all the following requirements:

 

  • Applicant’s pre-disaster primary residence (renter or homeowner) is located in a confirmed disaster-impacted geographic area.
  • Applicant is the head of household and not listed on any other Red Cross assistance application related to the California storms and floods.
  • Applicant’s primary residence was destroyed or suffered eligible structural damage.
  • Eligible damage is indicated by significant structural damage to a residence that requires extensive repairs. This may include substantial failure of the roof, walls, or foundation, or a water line above 18 inches.
  • A residence that is destroyed is one that is a total loss or with damage so extensive that repair is not feasible.
  • Primary applicant’s identity and proof of residence details were verified.

Sandbags

 

Available for Lindsay residents in the parking lot behind City Hall at 251 E. Honolulu St. Lindsay, CA 93247. There is a maximum of 20 bags allowed per vehicle. For those within the County of Tulare’s jurisdiction, information on sandbag distribution locations can be found by clicking this link.

Donations for Flood Victims

Looking to help our local families displaced by the recent storms? You can help! United Way of Tulare County is partnering with us to help our local flood victims. You can aid their efforts by simply texting FLOODTC to 41444.

Looking to donate items for families and flood victims in our local Emergency Shelters? County Emergency Shelters need:

  • Blankets, Warm Bedding, or Flat Bed Sheets
  • Water
  • Snacks
  • Pet Supplies: Puppy Pads, Bedding, and Towels
  • Children's Toys, Activities, Books

Donations can be dropped off at various Family Resource Centers in Tulare County. See flyer at the bottom of this page for donation drop-off locations.

Report Flooding

 

For those in Lindsay who wish to report blocked storm drains and any street flooding, please call (559)562-7102 ext. 4, this is a 24/7 phone number. For those in the County of Tulare’s jurisdiction, please call (559)802-9791. For those in Lindsay whose property lies within the Flood Zone identified on the City's Flood Map, please plan accordingly.

 

Flood Insurance Resources

 

In an effort to assist survivors of these winter storms, the California Department of Insurance is continuing to work closely with other federal, state and local agencies to assist in recovery issues related to insurance. If you have a question about your insurance or a dispute with your insurance company, please call them at 1-800-927-4357 or click on this link

 

Severe Weather Energy Assistance and Transportation Services (SWEATS)

 

The CSET Severe Weather Energy Assistance and Transportation Services (SWEATS) program provides temporary emergency assistance for families who have been affected by the recent severe weather. The SWEATS program can provide assistance for temporary shelter for up to five (5) days per eligible household. Supplies like blankets and sleeping bags may also be available through SWEATS. SWEATS is funded by the State of California's Community Services and Development department. You must be a Tulare County resident, show your ID and be income eligible to apply.

Property Tax Relief for those Affected by Storms

 

Winter storms have caused significant damage and, in some cases, devastating losses. California law provides tax relief when property is severely damaged by calamities such as floods, fires and earthquakes.

By filing a claim for reassessment with the Assessor’s Office within 12 months of the date the property was damaged, owners of properties that have sustained a minimum of $10,000 in damage may be eligible for a refund of taxes already paid and lower annual tax bills until the property is repaired or rebuilt. Once the repairs are completed, the property assessment will be restored to its previous value (in addition to annual adjustments, if applicable) so long as the property is rebuilt in a similar manner.

Tax relief is available for all types of properties including homes, commercial and industrial buildings, agricultural properties, manufactured homes, and business and personal property. Damage to vehicles, home furnishings and personal effects are not eligible for this type of relief because they are not locally assessed.

An Application for Reassessment of Property Damaged or Destroyed by Misfortune or Calamity will be mailed upon request by calling the County at (559) 636-5100. An application can also be downloaded from the Assessor’s website at this link.
